    Yes, you can do it in Vegas but it’s a LOT easier in After Effects. You start by cutting up your photo with an alpha layer into separate images and then use 3D Track Motion to position the layers in 3D space. Then use Parent 3D Composite on an empty top track and make the tracks below children to control the overall motion.

    The reason I say it’s easier in After Effects is that AE has a camera that you can use like a real camera to pan across or through the scene. In Vegas you have to move the scene to give the illusion of the camera moving since your view point. AE also allows you to see and manipulate all of the layers in one view. In Vegas you can only control one track at a time so it increases the difficulty of lining things up but it’s possible to pull off.
