How do I get this type of film grain/70’s look to a timeline? Is there an approach that doesn’t mean I have to buy a plugin? It is a recession you know lol. Thanks in advance.

Well, they likely used a plugin. Boris Continuum can do all of that, but it’s expensive….
After Effects has a few built in options with noise. The jumpy effect can be achieved with a “wiggle” expression.
You could go over to iStockphoto and download old film / grainy footage on white and they key it in (multiply, overlay, etc.), whatever gives you a result you like.
You could also take a camcorder, shoot a white background in low light with the gain all the way up and use that grain to key as well.
