I have final cut pro 7, and seem to be having a reoccurring issue when logging and capturing DV tape.

For some reason, FCP is separating long clips into segments of 00:10:14:15. So, I’ll set the in/out points at say, 30 minutes apart (and have the “create new clip at stop/start” option unchecked), and it still creates a new clip every 00:10:14:15 minutes (which is just some random spot in the tape, not even at an actual stop/start point). I have tried several different DV tapes, and at different points in the tape so I’m not sure what the issue is.

Do you have a File Size limit checked in the CAPTURE SCRATCH settings? If so, FCP will break up the clip to make it fit those settings. 10 min is about 2GB. That is the default if you have that option checked.
