    Can anyone suggest a tutorial, or which effect to use, to create the effect of looking at something through water or glass?

    Please try a simple search. Searching on Google will pull up several.
    Here on the COW there are sure to be some, including this classic from way back in 2001 and this one mimicking CSI:Miami.

    the turbulent displace effect is a quick way to get started on a water-like distortion effect. but you can get very realistic water effects using wave world and caustics.
