Linking Frame Rate and 3D Camera

Was wondering if anyone has done anything like this:
We have a 60 sec clip of a rotation of a 3d chair at 25 fps. It does a 1 complete loop over 60 secs.
We’ve positioned a number of the same clips in 3d space on a ground plane at varying x and z co- ordinates with a Y orient to camera. The camera is doing 360′ orbit of the environment as the chair rotates. We’ve increased the frame rate of the chairs close to the camera and slowed the ones further away.What we’d love to do is create an expression that correctly automates the speed of the clip so that the frames correspond to the camera as it moves through the environment. As the camera speeds up so does the rotation of the chair.
It would also be great to somehow get the correct frame, in terms of perspective, facing the camera no matter where we positioned it.
This appears incredibly complex as there would have to be a limit on the frame rate of the chairs further away from camera as any slower than 12fps would start to look staggered.
Any ideas? It’s making my head hurt a bit but I’d love to see this work.
