Limiting affect of Layer mask to single layer
I could have sworn I used to do this.
Is it possible to create a layer mask and tell it to only affect one layer, and not all of the ones underneath it?

Yes, Use the adjustment layer menu from the drop down menu under layers, not the one under the layers pallet. Check the box that says, “use previous layer to make layer mask.”
