I will be shooting night scenes where it will be storming… I’m a fan of practical special effects, so I was wondering can anyone tell me what kind of lighting unit creates the “Lightning” on the set, or is it a special strobe fixture? Any help or suggestions would be appreciated. I only want to do it digitally if I have no other options. Thanks and Happy Filmmaking!

They can be either. Depends on the budget.

This may be a bit late for you but for Future in our part of the world (south Africa) we use a simple modified Arch welder (with extention pads are added)
