    How to generate this kind of light? By plugin or manually???
    The blue light seems hiding by the shoulder/arm partially, how?? Rotoscoping needed??

    Any hints on making those horizontal light streaks? By plugin or how?
    It seems the light follows the camera movement as well.

    Lens flares — try Video Copilot’s Optical Flares or Red Giant Software’s Knoll Light Factory.

    OF can use an occlusion layer for realistic reactions when an object passes between the light source and the camera. For footage like this, that would require keying or roto.
