Light distortion effect

That was done in camera by setting the phase of the gate to let light in while the claw pulls the next frame of film creating a streak.

In AE you can get a similar look by duplicating the footage. On the top duplicate, use levels to crush down the image so only the brighter parts of the image or still visible. Add a hue/sat to drop the saturation a lot since you crushing levels just boosted the saturation through the roof. So use the hue sat to bring the sat back in balance. Now add a directional blur set to vertical (or horizontal if you wish) and crank it waaay up. Set this top duplicate layer to SCREEN transfer mode.

Then you will want to go back to the levels and adjust till it’s right for the effect you want.
