I have created elements in PS and IL for use in PP an AF, I created a new library to put them in. That part does fine, and I can see them across all applications. When I am at work on my PC creating a AF project dragging the elements from the library into the project everything works great. Here is where the issue starts then I come home to pick up where I left off and I can see the elements in the library panel but they are not linked in the project anymore. I get color bars showing the image is missing. Should it not be looking to the cloud for this images and not the local pc?

No, the project is still needing to know where the files are on disk. When you’ve added assets to the project from a library, you’ve just taken a typical import step, and there is no retained connection back to the cloud for this asset.
