    HI,

    I’m creating a 15 second spot that will be laid onto beta for broadcast. Do I have to bring the file into Final Cut (or similar editing program) to create bars and tone or is there a way to do that in After Effects?

    Yes, you need to go into FCP or another editing app. AE can’t lay off to tape.
