    Hi,

    I’m working with Premiere Pro CC 2018

    I am looking to see if there is a video filter that was in Final Cut Pro 7. It was called “Strobe.” In FCP 7 when you put the filter on a clip in the timeline, it made the clip look like “Keystone Cops” depending on how much threshold you put on it. It was not a strobe like effect.

    Is there any filter in Premiere that will give me the same effect as sort of a “Keystone Cops” feel?

    do you mean color grade?

    Posterize Time effect, to change the apparent frame rate perhaps?

    Yeah, I would say speed up the footage a little and drop a posterize time effect on it, then drop Lumetri and adjust color to taste.
