Not so sure if you fully upgraded your alienware computer with a new hard drive or not. Is it a Desktop or a Laptop? Because if you upgraded your Windows on your Desktop computer for example, all the settings should be saved but if its a new computer, the settings on Premiere Pro should be set as default in the beginning. That’s how I see it.
If the Keyboard shortcuts is not even opening after going to Edit -> Keyboard Shortcuts , then I would assume something is going on with the application itself. Could be some corrupt or missing critical files preventing you from opening and making changes. Try uninstalling Premiere Pro and reinstalling it to see if somehow it fixes the issue and opens the Keyboard Shortcuts. When it reinstalls, it installs all the critical background files and processes working behind the scene to open it again. Best of luck and let me know if you run into any issues along the way.
