    I dont know whats going on but this is just weird I cant access the Keyboard shortcuts menu/Panel in Premier pro Windows 8.1. I would love to assign a shortcut key. Can someone help

    Is the option greyed out? What are you seeing?
    Are you ready to upgrade to 8.2 at this time? If so, then perhaps an uninstall/reinstall would be in order anyways.
    Otherwise try trashing your prefs first. (hold shift + alt at startup)
