Ken Burns, light shining effect
I see these documentaries on TV where you will see the moving photograph, and sort of a moving light shining onto it or through it. The way I want to use it, it would emphasize the importance of the person in the picture. But of course they probably just do it to have movement in the photo.
How are they doing this? Is it some kind of tutorial I have to learn with virtual lights or something, or is it just an easy effect?

Do you mean like a lens flare? Or an illuminated outline of the person?
Can you link to any examples?

It sounds to me like just an adjustment layer or something like that with a color correction effect on it and a mask to keep it where they want it.
Alternatively, you might look at CC Spotlight.
Unless, I’m completely wrong at what you were trying to say. As has already been said, an example image would be nice.

I think it’s like a lens flare. Sadly I cannot find an example..

Ok, well (im not a trekky BTW) check out the 2009 star trek movie, pretty much every shot has a lense flare in it. If you search the effects panel for flare you should get the stock AE plugin but also check out Optical Flares from kramer, it costs but is the next level up for the ae standards.
