Make a timeline selection of the are you’d like to fill with the photo montage and create a Region (R key) and name it. Then when you use Photo Montage, check the Fit to Region option and only make the montage in that region. You can have it automatically calculate how long each event should be to fill that region or manual specify the duration if you’d like.

In the meantime, I managed to accomplish what I wanted by creating two separate video tracks and applying the montage to one of them–admittedly, a less elegant way of doing it. I have been using Vegas Pro for a fair amount of time, but still have significant knowledge gaps.
