In fact to really get a stable system, you should really Erase and start over from scratch when doing a major OS change, such as from Panther to Tiger. This is what I did and it creates a completely stable system.
Back up all the items you need to save off the main system drive. Then insert the Tiger CD, then choose “Erase and Install” from the options. This erases your hard drive and installs a clean OS on your system. Then run Software Update to update everything in your OS. Then start installing all of your software again, running Software Update for any Apple software immediately after installing it.
This usually takes me two days to fully complete and test everything but it’s definitely worth it.
