That effect is called “Stop action” and the plugin that handles doing that well
is “CreativEase” from Pixelan.

The other thing you can try (and it;s free) is to right-click the event while it’s on the timeline, select Properties and lower the Undersample rate.
Try 0.25 to begin with and adjust up or down from there.

I can attest that Mike’s suggestion is perfect (and free) for getting that dropped frame look of old film footage. Of course, you can also add the standard Vegas plugin for old film to add that black and white, scratched and grainy film look along with his suggestion.

(And, it did not seem to affect the sound….)
