I want to know how to do that ‘light’ effect in The Academy Is’ music video, Summer Hair = Forever Young. Is it possible to do this effect with Sony Vegas?

Not sure which light effect you are referring to. There are some colored lights in the beginning that can easily be done by compositing some generated noise media over the video and then there were flashes of white which can be done with compositing fade to color envelopes or even a Flash transition.
