Interlace or motion-blur : stuttery motion

In it the camera tracks across the scene and the character in the nearest foreground moves quite fast. I set the motion blur for this scene at 30° so as not to completely obliterate the fine lines of the artwork (not mine). It is rendered out at 1280×720, 29.97 progressive and encoded to MP4 640×360 29.97. It doesnt look as exaggerated in this file, but when played back on the large screen we eventually will be using, the motion is very jerky, not smooth, for the fast-moving foreground objects. The particular problem is with the label “TRIPPIING” which becomes very hard to read.
So the question is what to do to help smooth out the motion? Using interlacing and upping the motion blur are 2 solutions that come to mind, but wondered if there was another, or if there were any opinions about either of these solutions.
