I’ve now experienced this a couple times, so it’s becoming a problem. Hoping someone can explain what’s happening and how to fix/avoid it.

While working in AE with the selection tool selected, instead of the arrow it’s giving me the crosshairs you get when using a shape tool to draw a rectangle, rounded rectangle, ellipse, ect.

And when I click in the comp window I get what you see here:

I can drag the corners of the box that shows up to reveal more of the composition like you see here (ignore the mask you see around the edges; it’s from a layer selected in the timeline):

If I click on another tool, I get the correct tool cursor and AE operates normally, but if I return to the selection tool or use the V shortcut I get the crosshairs again. Shutting down and reopening AE doesn’t fix it. Clearing the cache didn’t work. This problem reared its head earlier this week, but I can’t remember how I got past it.

What is going on, and how can I make it stop?!

It looks like you’re accidentally using the Region of Interest function. It is a button below your comp, right next to the Toggle Transparency button.
