Howdy, I imported some music from an external HD, into my media bin, dragged it to the timeline and saved the project. Later, when I had my external HD disconnected, I opened my project, but Pro 11 told me that the music clip was basically offline. I plugged my external HD in, and reopened the project. Everything is fine. But I thought that when I originally saved it, I could now remove the external HD and it would now be stored on my C drive as I had imported it into the project. Am I missing something here, and did not save my project properly?

You are misunderstanding the term “import”. All import does is create a pointer in the project to where the media file lives. It does not move the media file. I recommend that you keep all of your projects and the media on a separate drive that is not your C: drive and then copy all of the media you need for a project from other drives into that one project folder. Unfortunately unlike some other NLE’s, Vegas will not manage your media’s location for you; you must manage these locations yourself.
