How do I import a layer (text) in the photoshop After he and recognise as text?

I’m assuming you mean “Import a Photoshop file with text and have After Effects recognize it as live type.”
Import the PS file as a Composition Cropped layers then open the Comp in AE.
From the Layer menu select Convert to Editable Text
