Importing Frame Rates
So here is my problem. I shot some SD footage in 480i/24p and when I log and transfer the footage comes in at 29.97 fps.
I have tried to change every audio / video settings to get an import of 24fps and still to no avail
That being said besides my complete ignorance of FCP I have 2 schools of thought on the problem
1: even though my rec format says 24p it was actually ingested interlaced (hence the 480i) and so to do true 24p I need to shoot in 480i/24pA and thru the magic of pulldown removal the footage comes in progressive.
2: My FCP has some weird glitch goin on and I need to re install
I think it is the first solution and I am just not quite there understanding this all. So this would be a good time for some guru to step in and set me straight

Bingo. SD is a 29.97 format. It does not do 23.98fps on tape, or tapeless. If you want 23.98, you need to shoot with a camera that does 24pA, like the DVX-100A… then remove the pulldown. I believe that is the only camera that offers 24pA.

I shot on the panasonic HVX 200 which does have 24pa
It also does this when I shoot 1080 but not 720??? wtf

Because 1080i is a 29.97 based format. You must shoot 1080pA24 and remove pulldown. 720p is a 60 frame format, but 24pN Native is available via some cool technology…that I can’t explain.

so, for 24p, which is better to shoot in then? 720 or 1080?

Depends on what you want to master to…are required to deliver. In my experience, 720p 24pN with the P2 cameras is very easy. The camera shoots it and it is done. 1080i 24pA takes slightly more effort…you just have to remove the pulldown when you import, or after, depending on the camera format you shoot. Both look fine.
