Anybody here familiarized with the use of image super resolution techniques to convert sd to hd footage?

Yes. And the best options are hardware based…Alchemist, Terranex. This would mean routing the signal out of one computer, thru one of these devices, and into another, if you have files. If you have tape, then connecting the deck to those devices as you capture will get the result you want.
Software options include Adobe After Effects…Instant HD by Redgiant. Those are OK, but not as good as hardware converters.

Hardware is best, especially if time is a factor. ☺
But Resolve did introduce a very high-quality super scale option to the latest version which you might want to try. It does take time to render… Seeing as they own Teranex, I wonder if some of those algorithms were used in software. Always worth a try:
