    RED, Alexa or film – this is what will provide the color information you need.
    A good colorist and even AE can be used for grading like the one you refer to.

    Decent HD footage can be graded to look better, different, but not like that.

    this recipe will get you 85% the way there.

    small f stop 1.4
    use a polarized lens so there’s no reflections and you can compress the dynamic range better
    record for the highlights because you’re going to crush the blacks anyway rgb input black 10 with individual levels or contrast. There’s no white-white either so drop the output white 255 to 235.
    unsharp filter once or twice in ae
    vibrance in ae 10% if your camera isn’t a red
    some parts look like 7% tinted pinkish-brown
