    I want to rotobrush the hand to put something beneath it
    but the because of the motion blur it disappearing what can I do to solve it?

    If that’s how it shot all you can do is match the motion blur on your key. Try the roto brush and refine edge brush, that should be able to key the blurry part properly. Make sure the freeze the roto before you render it too. There’s also options in the refine matte effects about using motion blur for the edges.

    yes but there is no finger there

    You can duplicate your video layer and selectively mask in the finger with some blur on the mask. It’s not uncommon to have to clean up the roto like this, especially when there are blur issues.

    In the future, it’s best to shoot at a higher shutter speed and remove the blur as much as possible. You can always add it in back later with the RSMB plug-in or pixel motion blur if needed (kind of sucks).
