I rendered out old VHS footage (1991) and notice a slight bounce to the footage.

I have several tapes I captured years ago that were from around the same time period, 1991. 2 of them, the footage looks fine. The 3rd tape, the footage seems to have a slight bounce. I don’t even know if I am describing it right. It is very noticeable when the time/date is on the screen. Almost like an up and down movement, but slight, nothing too crazy. I was wondering if any of you had suggestions on how to correct this. I believe the tape itself caused this perhaps.
Would something like warp stabilizer correct this? I am using Adobe Premiere 2020 on Windows 11.
