Is all the 2d animation from this video done in AE animating masks? I’m most interested in the effect that starts at 26 seconds. Can anyone point me towards a tutorial on how to do this? Thanks

most of the flat 2d art can be done using animated masks.
you can even use the basic transitions to get the same effect on most of the reveal.
    great work.

Also, a lot of that kind of stuff is done using shape layers and the animatable properties associated with them, e.g. trim paths, scale, slew, all that stuff. Oh, and lots of easing.
