How would I go about animating this trippy circle animation?

Hi! I’m really struggling with recreating this concentric circle animation. To be honest I can’t really work out how it’s put together, or if After Effects is even the right software for it.
I’ve tried creating a circle shape layer, adding wiggle expressions to the scale and position, then adding the echo effect, but it doesn’t look right. It’s the circles sort of “collapsing” back to the beginning of the loop that I’m struggling with in particular.
Any help would be awesome as my brain is starting to hurt from watching it! 🙂

This is done with a single Shape Layer object: you create a circle, and add a Repeater to it. Animate the first instance to move in a circular path, add a slight Rotation and Position adjustment in the Transform properties of the Repeater, and you’re off to the races.

Take some time to learn about Shape Layer Repeaters–they are incredibly powerful tools for creating expensive-looking motion graphic effects with almost no effort.
