    So I know Hector has outlined the 3D process, but to get the railings infront of your new layer with the water behind it, I think you’ll need to use luma keys or keylight on a separate version of the railings layer. With a lot of tweaking, you should be able to get a result that could then be used as a track matte for your new layer.

    I think the best option is to use the color information to try an isolate the fence and make a luma matte out of that. I QUICKLY did that in the attached project, so if you experiment with it you might get better results.

    Layer 2 is a matte just using the curves effect. I put a junk matte around the fence and tried to get them as black as possible and the rest of the video as light as possible. It works okay until you get to the 4-6 second mark. You might have to roto that part.

    To avoid roto work I tried another approach on layer 1. For that section of the video, I adjusted all the RGB curves again, then added keylight, and keyed out the blown out green. Then I used that as a matte for an all black layer that I combined with the original layer 2, to create another luma matte for the video. It does an okay job, but still would need some work.

    I think the attached project should be a good starting point for what you are trying to do.
