    Here’s what I want:
    I want to drop the resolution of a 1920×1080 clip to somewhere in the 384×216 range so that the each pixel is large sharp and visible. Then I want to display that low resolution clip in 1920×1080.
    Here’s what I tried:
    I dropped the resolution from 1920×1080 down to 384×216, then rendered out some tiffs. The tiffs look exactly how I’d want them to look, each pixel is big and sharp. I imported the tiffs, and then scaled them back up to 1920×1080. Here’s where the problem starts. When I scale the small footage back up, instead of those big sharp pixels, the image turns into a blurry mess where I can’t distinguish one pixel from another.

    How can I scale a clip from low resolution to high and keep the blocky pixelation without any blur being added?

    You can set the layer quality to “draft,” and it will render blocky. (Make sure when you render the whole comp that you set the quality to either “draft” or “current” (current will keep the by-layer settings.))

    You can also experiment with the “mosaic” and “sharpen” filters.

    The Mosaic effect should also accomplish this and also allow for tweaking.
