How to resize HD to NTSC?

I’m hoping someone can help me with this…

The current comp size and details are: HD 1280 x 720 (Square pixels) 16:9 29.97 FPS, and I need to resize that to NTSC 720 x 480 4:3 29.97 0.9…

I have not received the clips yet, but it would be helpful if you guys gave me an alternative just in case the footage comes in w/ 24fps instead of 29.97

please guys this is going to be a headache to come in less than hour here…

I have a project set up for just this purpose… I do it a lot… I render the HD clip at whatever the full resolution of the particular project is (720p or 1080) and import the clip. I have a couple of comps set up that are scaled to the appropriate sizes (SD 720, SD anamorphic, etc)

The original footage goes in the first comp, and I can automatically render out in any flavor of output that I need.
