How to recreate this optical effect

this is a short footage where you will see the effect i want to recreate in After Effects. This one was made with a video camera (don’t know exactly how)
I already know how to separate RGB channels… but how to precisly recreate this (i mean the way the two images are blending,the special way RGB are separated etc…)Thnak you in advance !

i was ok with the RGB separation.
but i don’t think it is only a question of opacity.
there is something like a wiper with a very high feather.but i am not surei haven’t AE now so i can’t test
