How to Mimic an Effect used in a Movie Poster
I’m trying to figure out the best way to mimic the style found in this poster:

I’m wondering if I can convert a photo into this style, or I’d need to scan my own drawing.
Any suggestions would be greatly appreciated!

I think it would be easier to take a drawing, simplify it, color it with those neon colors and then overlay the “streaks.” I would also likely do the work in Illustrator and finish in Photoshop.
