  • How to mask a slice of a movie and rotate the mask, but not the movie?

I have a movie that I add a mask so that only a slice of the movie is visible over transparent background. While the movie is stionary I need to rotate that mask (a slice) around the center one full turn.
Somehow I am not able to do this simple task.
I have tried so far to add a Adjustment layer and parent my movie layer to it. Then add mask to Adjustment layer. This way nothing gets masked.
    The same with Null Object.
I can not get a mask filled with movie to move independent if I apply the mask directly to movie layer.

If I’m not mistaken, i think that
    Step1: Duplicate your layer
Step2: Create mask on upper layer
    Step3: TrkMat(lower layer) choose Alpha Matte …
    Step4: Rotate upper layer
