how do I make a banner that moves with the mouse like that? I assume actionscripting? Would that be a better forum for this topic?

Looks like a parallax javascript that can be found here:
https://webdev.stephband.info/parallax.html
It basically is moving the position of 4 images based on the position of your cursor using some javascript math.
