I’ve already tried a combo of Ripple and Blur effect, while the result was close it wasn’t the same.If you know one of those Light Leaks pack that has this, or an effect, or even a word that can help me find how to make this, I would really appreciate it.

Sorry, all I see is vertical noise patterns.

Is there an actual light in this video clip?

I see one that looks like a light (solid white pill shape one).

The movement in the blue frame (The first one from right) looks like a wavy cloth.

I’m not sure if that’s a light or a picture with vertical blur and another effect.

I want to turn a picture into that.
or If it’s available use an already made one as a overlay and change it’s color using tritone or something.

You can use Fractal Noise as the foundation of this effect. You’ll want to adjust the effect’s built-in Transform/Scale properties to get the vertical feel, and you can animate either the effect’s Evolution or Transform/Position properties.

Then you can stack on a blur and a Tritone to complete the look.
