How to make footage transition like this ?

Pretty easy:
– keyframe scale to blow from 100% to something like 250% and, at the same time, opacity from 100% to 0%
– apply radial fast blur and tweak settings to your liking, then keyframe the amount from 0 to whatever you want at the same time of the scale and opacity.
That’s it!
