    60″ tone & bars (pal @ -18db)

    15″ black

10″ countdown (not entirely necessary nowadays with automated playback)

if count, last 2″ sec should be black

program start on time, ie., 2:00:00

    labelled as such on tape

[cadobee] “how do you add tone and bars?”

In the full version of Vegas, you would simply go to Tools – Print Video to DV Tape, and then follow the dialogs. One of the dialogs requests whether to place tone, bars, and amount of black. I would assume Movie Studio would be similar.
