  how to get good quality 360p for a 1080p video

  Hi i have just uploaded a video which is 1080p https://www.youtube.com/watch?v=c5YvXD9NiC4 however when it is played in 360p it comes up blurry and doesnt look like some other rebel t2i videos for example https://www.youtube.com/watch?v=XvCG8A-92eM&feature=related just wondering how i can fix this eg file format, bit rate?
