  How to force Encore CS4 to compress until it fits

  I have HOURS of footage from a court hearing that MUST fit onto a single disc of some type. Could be DL DVD, or even BluRay. Doesn’t matter. But the problem is that when I try to adjust the transcode settings in Encore CS4 I can’t get the size down enough to fit. Not even on a BluRay at the lowest settings! I would THINK that, given enough squeezing, you could fit a very long video onto a single disc.
  Am I wrong?
  Do I need to tell our paying client that it can’t be done?
