You could use an arrow from wingding fonts. Then reposition with pan and crop or track movement.

But what if I want to draw some free form lines on the screen? What is the correct way/software to do it?

There is software or maybe hardware out there that can work like a telestrator but off hand I don’t know what they are.
A work around could be to draw your line in a paint program of some sort with an alpha background and then save and import into Vegas.
