How to do this shine effect (using trapcode) ?

I’m wondering how to do this shine effect. I need to make the shine of the stars like the image in small on the white of this image (like a cone shape) but when I use trapcode shine the shine goes out instead of going inwards as it continues on…. (like the stars in the black)
how can I get the shine to go inwards?

You can’t use shine for that, since Shine emanates outward from a central point.
You might want to consider moving the ring of stars from low to high position, then applying the echo filter either to an adjustment layer, or to a rendered movie of that motion. That would give you a set of streaks. I suppose the moving stars would have to be yellow, with a layer of blue stars (non-echoed) comped over top.
Or you could use Zaxwerks or a 3D app to do an extrusion, or maybe use shatter with a really thick extrusion.

I think Peder has a gobo tutorial on the Trapcode site that looks similar to a single star. You would need to have a separate precomp for each star.
