Looking at this image, it looks like a rather complex composition using numerous elements, but if you have a moving image of a subject, you might be able to create a similar looking effect. The primary thing you would want to to is add a Motion Blur, which can be done with BCC, and then the motion blur element itself (which would be the streaks behind the individual) can be altered with such effects as BCC Turbulence. The image also looks like it has some sort of particle effect inside, but I’m not sure, but with BCC, you can also use the Particle Emitter 3D effect to shoot similarly colored particles to shoot out in the direction of the streaking – although note that for this particular effect, you might want to use multiple Particle Emitter effects with narrow emitter streams to prevent the particles from spreading too much into the trail.
