How to Determine Framerate of a Subtitle File SCC
I know that theoretically, all SCC files are exported as 29.97, but in MacCaption, it seems like you can export them as 23.98, 24, etc. and just ignore the error message. I’ve started a new job and I need to determine the frame rate of several SCC files that my predecessor made and, if they made them 23.98 or 24, redo them as 29.97. But I can’t figure out how to determine what frame rate the SCC file was made as. Simply dragging an SCC file into MacCaption does not give me this information.
Is it even possible to determine this information?
EDIT: If anyone is googling this in the future, I have received a response from Telestream. (They got back to me in just a couple hours, which was really nice.)
I am afraid that the answer is no, you cannot determine the frame rate of SCC files. The reason is because the file itself does not contain any frame rate data like, say, some TTML formats.
I dare say that you could only guess at the frame rate by opening the SCC file in a text editor and looking at the frame numbers on the ends of the timecodes. For example, if there are frame numbers that are greater than 22, then the file could have been created under a 29.97 timecode mode. But that would only be a guess, of course.

Hi Sarah, I am also on the same problem. I have my CC files in .srt and the videos are in 25 fps.
The CC and videos are syncing exactly as expected. Now our OTT partner demanding the CC file to be in 25NDF, unfortunately whichever tools I used only converts the .srt to .scc in NDF29, Is it possible to export them to NDF25 ?
