I would imagine you could do the outer streaks with Particular and the inner waves with Mir — although they have not necessarily been done that way; the outer streaks may have been done in a 3D program.

Mir isn’t a bad suggestion. Neither is Particular. If it’s particular, I’d say this might help. https://www.videocopilot.net/tutorials/speed_particles/

You probably could make the outer lines with Mir too actually. Another way would be something like tracer objects in C4D, and maybe x-particles. There should be plenty of ways to do it.
