How to create moving glow effect for video?

Looks like nothing more than Starglow (plugin) effect on the brightest highlights of the footage.

May require a copy of the footage and some curves and such to isolate the highlights, but that’s about it.

yeah that would explain why the christmas lights in the back also have the same effect
