How to create motion lines? Example provided.

The effect is between :44 and :47. The lines extrude from her foot as she does a spin kick. I’m guessing it’s a moving mask, but I can’t figure out how to make those lines. Any help is much appreciated.

It could have been done in Trapcode 3D Stroke (if you look at the previous smaller streaks shot, the lines are curved a bit) with a blur applied, and then either tracked or keyframed with the foot (it’s a short shot, and not complicated. Or it could be done with no plugins, and just a bunch of lines of different sizes (Photoshop), feathered at the ends, with Gaussian Blur applied.
