    How does one control a camera shake in AE (wiggle expression, position and orientation) to stop and start at certain times already with animated key frames.

    You can also use expression controls to start and stop wiggle expressions, even ramp them up and down.

    Use a slider control (or several) on a null object and link it to the wiggle’s frequency and amplitude values, then you can keyframe the sliders to start and stop the wiggle.
